General Purpose SNDBS support for NX

The dll source can be found in src directory. SNDBS requires a collection of each source individually combined with all the compiler flags, macros, includes, outputs.
For Precompile pass we delegate to the original DLL supplied by NX SDK for compiling the precompiled header and generating the .pch and it's respective object. The Compile pass is distributed
with SNDBS. To debug specify EchoCommandLines=true in your project properties.
- SNDBS older version ignores the precompiled header timestamps which causes compilation failure saying "recompile pch because it is out of date". To avoid this, you will have to define a compiler flag -Xclang -fno-pch-timestamp for the project.
- Most of the code is copied from a decompiled version of the NX DLL installed in MSBuild Platform folder
